This is in reference to Germany's invasion of Belgium, which declared itself in 1839 to be an independent and perpetually neutral state. Germany did massive damage to Belgium and its people, despite its formal agreement of a joint treaty predating the commencement of the war, agreeing that Belgium was a neutral state.
